This is the National Headquarters of the Romanian Architects Union in Bucharest.
Is is a sight to behold. The building at the bottom was considered to be a part of Bucharests heritage so they weren't allowed to destroy it, instead they merely added modern architecture to the top of it and I think it's a pretty amazing building.
It's certainly unusual.
